The announcement

Twenty-one financial institutions said on Tuesday they will form a dedicated company to develop and issue a regulated US dollar stablecoin. Members span North America (Bank of America, Capital One, Citi, Fidelity, Goldman Sachs, PNC, Scotiabank, TD, Wells Fargo, WisdomTree), Europe (Santander, BBVA, Commerzbank, Crédit Agricole, Deutsche Bank, Lloyds, Rabobank, UBS), plus MUFG, Sirius International and Standard Bank.

The new entity is expected to be set up in the second half of 2026, subject to closing conditions, with the dollar token targeted for the first half of 2027. A euro stablecoin is the stated next priority, with other G7 currencies to follow.

What it's for

The group describes wholesale, institutional and retail uses: cross-border payments, digital-asset settlement and interbank transfers, combining their distribution networks with bank-grade compliance. The token is intended to comply with the US GENIUS Act and Europe's MiCA where applicable.

What's still unknown

The company name, the token name, the blockchain and the reserve custodian have not been disclosed. JPMorgan is not in the group and has said it has no active launch plan of its own.

Market reaction

Circle shares fell roughly 6% on the news, underperforming most crypto equities. Tether and Circle together control about 85% of a stablecoin market sitting near $300 billion. The consortium is a direct bid to take that share, and it grew from a nine-bank exploratory group in October 2025 to 21 members in under a year.

The bigger picture

This is not one bank testing a token. It is shared settlement infrastructure built by the institutions that already move most of the world's dollars. If it launches on schedule, the line between "bank money" and "on-chain money" gets much thinner in 2027.
