Three central banks are working with industry on cross-border settlement, interoperability and programmable controls.
Singapore’s Monetary Authority has set out an expanded BLOOM initiative with Bank Negara Malaysia and the Bank of Thailand among its policymaker members. The October 23 update describes a public-private collaboration on domestic and cross-border settlement using forms of digital money, including tokenized bank money and stablecoins that meet regulatory expectations.
The work covers acceptance across jurisdictions, interoperability, programmable controls and payments carried out by AI agents within defined limits. Industry participants include banks, payment networks and digital asset firms, alongside the World Bank Group. BLOOM is an initiative to develop arrangements and infrastructure; membership does not establish a live, universally accessible cross-border payment service.
Moving value across a border requires more than a compatible token format. Institutions need a common understanding of what they accept, when a payment is final and who is responsible if something goes wrong. A technical connection can move a message while still leaving those commercial and operating questions unresolved.
That makes collaboration between policymakers and industry relevant to the design stage. Participants can consider local requirements while working on the shared processes that connect institutions. The intended benefit is reducing repeated bilateral work, although practical results will depend on how broadly the resulting arrangements can be used and how well they handle real transactions.
The inclusion of programmable controls reflects another part of digital money’s development. Identity checks and transaction limits need to fit the payment process rather than be treated as unrelated tasks. When an automated agent initiates activity, the boundaries of its authority become especially important to the parties relying on the resulting transfer.
Clear limits also make trials easier to evaluate. A narrowly defined use case can demonstrate whether participants agree on the meaning of a transaction and the controls around it. That evidence is more useful than a broad claim that different forms of money are already interchangeable simply because several organizations join the same initiative.
BLOOM’s expanded participant group creates a stronger basis for testing cross-border coordination in the region. The next useful milestones will be specific implementations, operating frameworks and evidence from completed trials or services. For now, the development is a wider collaboration with a defined agenda, aiming to connect digital money systems while addressing the institutional arrangements that make settlement dependable across borders.
