Ripple Reports Final Approval for a National Trust Bank Supporting RLUSD

Ripple says its trust bank has final OCC approval for RLUSD reserve management and fiduciary custody.
Ripple announced on October 26 that it has received final approval from the Office of the Comptroller of the Currency to establish Ripple National Trust Bank. The company says the step follows conditional approval in December 2025 and completes the trust bank’s organization process.
According to Ripple, approved activities include managing segregated RLUSD reserves, acting as collateral trustee for holders and providing fiduciary digital asset custody. RLUSD issuance remains with Standard Custody and Trust Company, its New York-regulated entity. The national trust bank adds a federal supervisory layer around specified activities rather than replacing every part of the stablecoin’s existing structure.
A stablecoin’s operation involves more than creating a token. Reserve management, issuance and custody can sit with distinct entities that have different responsibilities. Identifying those roles helps institutions understand the arrangement behind a balance that may appear as a simple dollar-denominated asset inside a payment or trading application.
That is the practical significance of the structure Ripple describes. Federal supervision attaches to the trust bank’s approved business, while the issuing entity remains separately identified. A clear account of those relationships is more informative than a broad statement that the stablecoin has become a bank account or that all services now fall under one identical permission.
The company’s announcement also refers to custody services that the trust bank will be authorized to provide upon opening. That wording leaves an operational milestone beyond approval itself. Institutions assessing a service still need its actual terms, eligibility and implementation details before treating it as available for a particular business workflow.
The same precision matters for reserve oversight. A new supervisory layer can change the institutional arrangements supporting an asset without eliminating every operational or market risk connected to its use. Documentation of responsibilities and ongoing reporting remains useful after a charter milestone, especially for businesses connecting the asset with other providers and applications.
Ripple’s announcement marks a further step in bringing digital asset infrastructure into defined financial supervisory structures. Its importance is the specific trust and custody scope described, alongside the continued role of the New York issuer. The next evidence will come from the bank’s opening and operations, showing how those responsibilities are carried out as RLUSD and related institutional services continue to develop.
