Russia formalizes its crypto market

President Vladimir Putin signed legislation establishing a legal framework for cryptocurrency trading in Russia.

The law replaces years of legal ambiguity, during which residents traded digital assets in a grey zone with no licensing regime and no formal investor protections.

Under the new rules, crypto trading becomes a supervised activity carried out through authorized intermediaries rather than an unregulated private market.

What the law actually permits

The framework draws a clear line between investment and payment use cases.

Key provisions include:

  • legal, regulated trading of digital assets through licensed intermediaries
  • a continued ban on using cryptocurrency for domestic payments
  • central bank oversight of licensing and market supervision
  • separate treatment for retail and qualified investors
  • reporting requirements for intermediaries handling client assets

The distinction matters: Russia is legitimizing crypto as an investable asset class, not as money.

Retail investors face purchase limits

The law introduces a cap on how much ordinary retail investors can buy.

Reported provisions limit unqualified retail investors to roughly 300,000 rubles (about $3,700) in annual purchases per intermediary.

Qualified investors, who must meet income or asset thresholds, face significantly fewer restrictions.

The structure mirrors the approach many jurisdictions take with complex financial products, where access scales with demonstrated financial sophistication.

The Bank of Russia takes the supervisory role

The central bank, historically one of the most crypto-sceptical institutions in the country, becomes the primary supervisor of the new market.

  • anti-money laundering compliance
  • monitoring of trading activity
  • enforcement against unlicensed operators

The legalization of regulated trading does not mean a lighter touch for operators outside the system.

Russian authorities carried out enforcement actions at crypto exchange offices in Moscow in the same period, with reports of more than 20 people detained.

The combined message is that licensed activity will be tolerated and unlicensed activity will not.

Russia now joins a long list of jurisdictions that have moved from ambiguity to formal rulemaking.
