The EBA’s USDC classification sets up shared supervision from November 12, with responsibilities split by area.

A classification with a supervision timetable

The European Banking Authority announced on October 14 that it classified USDC, issued by Circle Internet Financial Europe SAS, as a significant e-money token under the Markets in Crypto-Assets Regulation. The EBA says this is the first significant designation among the 45 e-money tokens notified under MiCA in the European Union.

Shared supervision is due to begin November 12. Responsibilities for own funds, reserves, liquidity requirements and recovery and redemption plans will move from France’s ACPR to the EBA. The ACPR will retain supervision of areas including governance, outsourcing and conflicts of interest. The designation changes oversight; it is not a guarantee about the token’s value or a recommendation to use it.

Scale changes the regulatory question

A widely used payment instrument can connect many businesses and customers. Problems in reserves, liquidity or redemption could therefore reach beyond a single application. A framework for significant tokens reflects the need to consider the consequences of that wider role, alongside the conduct of the issuer itself.

Our interpretation is that the allocation of responsibilities is one of the announcement’s most useful details. A move to European-level oversight does not mean every aspect of supervision transfers to one authority. Understanding the split helps explain who monitors the financial resources and who continues examining the organization around them.

Users still need a clear redemption story

Supervision matters most when it supports understandable rights and functioning processes. A token holder may encounter an exchange, payment application or intermediary rather than deal directly with an issuer. The arrangement used to obtain or redeem a token can therefore affect the holder’s practical experience even under the same overarching regulation.

The designation also should not be confused with a new product launch. USDC already exists; the development concerns how its European issuer will be supervised. There is no basis in this announcement alone to predict an immediate change in market demand, transaction costs or the price at which a third-party venue trades it.

The next concrete milestone is the November transition and the implementation of the defined supervisory responsibilities. For the stablecoin sector, the decision provides a working example of MiCA’s significant-token framework. It makes oversight more specific while leaving product evaluation dependent on the issuer’s disclosures, the relevant user rights and the services through which a holder actually interacts with the token.
